Job Summary:

Elderly Housing Development and Operations Corporation (“EHDOC”), a national non-profit affordable housing developer, owner and property management company that operates over 59 multifamily properties with over 4,800 units in 14 states, District of Columbia and Puerto Rico, is seeking to hire a full-time Development Manager for the Home Office located in Plantation, FL.

The Development Manager will have responsibility for the full range of tasks associated with each assigned project from initial concept through construction completion and lease-up/ stabilization. It is also expected that the Development Manager will be responsible for creating opportunities in existing and new markets for senior staff review. You will be expected to leverage strong knowledge of real estate development including site selection, zoning, economic development, finance modeling, design, construction, and investor/ lender coordination. This position will not have any direct reports. This position will report the Vice President of Development.

Essential Job Duties and Responsibilities:

  • Responsible for site selection, project feasibility, market analysis and program development for projects in multiple geographic areas.
  • Run a complex excel Section 42 tax-credit model prepared for the owner and investor review of the development.
  • Read and understand state agencies annual QAP and related application process, timeline and objectives.
  • Prepare and submit Section 42 tax-credit, HUD and other identified sources of financing applications and RFP responses.
  • Complete due diligence including review of survey, title, capital needs assessments, soils reports & hydrology studies, environmental studies, zoning, approvals (current and required).
  • Assist the Vice President Development with the completion of investment synopsis and underwriting packages for successful completion of the development.
  • Work with the architect, engineers and legal teams to secure and purchase the land.
  • Ensure all required approvals are obtained.
  • Guide the architect in the design and completion of construction plans and specifications.
  • Assist with selection of the general contractor, and vet contractors, their bids and buy-out process.
  • Coordinate with general contractor and architect throughout the design process.
  • Prepare and review construction draws for the Vice President Development approval. Track and manage funding of draws, manage the project budget, schedule, and milestones.
  • Manage project reporting for internal and external communications.

Secondary Responsabilities:

  • Source new development opportunities and land acquisitions.
  • If feasible, work with community managers, regional managers, local municipalities and other outside sources to help secure government grants and incentives in order to purchase the land.
  • Package and present information to Vice President Development for approval to submit to investment partners, banks for decision-making.
  • Assist Vice President Development with communications with partner agencies, community organizations, political officials, utilities and stakeholders in new and existing markets.
  • Travel to project sites with ability to effectively manage projects remotely.

  • Must be able to operate calculator, adding machine and personal computer.
  • Ability to work independently and with teams.
  • Must be a self-starter and be able to multitask in a fast-paced work environment.
  • Must be able to speak and write English fluently.
  • Ability to compose clear and concise written correspondence.
  • Ability to focus, multi-task, and meet deadlines in a high-pressure environment.

Education and Experience:

  • BS/BA in Real Estate Finance, Engineering, Development Design/Planning, Law, or a related discipline; a post-graduate degree and/or professional certification is desirable.
  • Minimum of 3 years’ experience in multifamily real estate development or construction management including affordable rental housing finance and development experience, preferably elderly, LIHTC, HUD and other affordable housing programs.

Physical Demands:

  • Ability to work at a computer either sitting or standing for up to eight hours daily.
  • Ability to work in an office environment and use office machines.
  • Ability to lift or carry up to 30 pounds.
  • Must be able to work evening and weekend hours as needed and during peak periods.
