EHDOC was formerly
known as the National Council of Senior Citizens Housing Management Corporation and formed in 1978
by the National Council of Senior Citizens, the advocacy organization responsible for Medicare, Social
Security and the Older Americans Act. EHDOC continues a tradition of excellence and
dedication to quality, affordable housing for seniors.
Steve Protulis, Executive
Director / Executive Vice President

A national activist for elderly concerns, Steve heads the EHDOC organization.
He was formerly Assistant to the President of the AFL-CIO, and Executive Director of the National Council
of Senior Citizens, one of the nation’s strongest voices for older Americans and families. read

Erica
Schmelzer, Comptroller
Erica received her
B.S. degree from Florida Atlantic University in Boca Raton while working for a certified public accountant
in Hollywood FL. She has had extensive experience in the real estate field working as assistant controller
for more than a decade at the corporate headquarters of Century 21 in south Florida. For the past five
years, Erica has overseen financial operations for EHDOC's 43 elderly housing communities across the
country.
Uris M. Liburd, Budget
Specialist & Assistant Accounting Supervisor
A native of Tampa, Florida, Ms. Liburd graduated
from University of South Florida with a bachelor’s degree in Finance. She began her career in
1988 as a Property Accountant in commercial real estate. In May 1999 Uris was employed by Elderly Housing
Development as an Accounting Specialist and later became a member of the senior staff team as Budget
Specialist and Accounting Supervisor Assistant. .
Elia Alvarez, National Service Coordinator
Elia Attended the Nursing Program at Broward Community College in 2001. She then spent
several years as a consultant to medical practices specializing in practice set-up, compliance, audits
and revenue recovery. In 2006, Ms. Alvarez joined the EHDOC Team as an Administrative Assistant II at
Robert Sharp Towers in Miami Gardens, Florida. In 2007, she was promoted to Special Projects Administrator
to the Executive Director. Currently she is the National Service Coordinator responsible for leading
and overseeing all aspects of service coordination including management, development and funding.

Kohnke, Director
of Field Operations
Pat received her Bachelors
and Masters degrees from Northeastern Illinois University in Political Science/Urban Government. She
began her career in property management in 1978 in Chicago. Her diversity of experience includes housing
programs for seniors, group homes for AIDS victims, transitional drug and alcohol rehabilitation programs,
emergency shelters as well a luxury conventional housing.
Pat supervises the field operations
for the EHDOC properties and oversees the EHDOC Community Action Program.
Larry McNickle ,
Special Assistant
Larry has over 25 years experience
with affordable senior housing. Larry was the Director of Housing Policy for the American Association
of Homes and Services for the Aging (AAHSA), Director for Aging Programs for the U.S. Conference of
Mayors, and a Congressional Legislative Assistant. Larry is a nationally recognized leader for the
reform of the Section 202 program, including options for refinancing, retrofitting, and expanding supportive
services. Larry has extensive experiences with HUD, local governments, community services, service
coordinators, and health care, including PACE.
Richard
Edson , Special
Assistant
Rick is the founder and president
of Housing Capital Advisors, Inc. (HCA), which specializes in the development, financing, and/or re-capitalization
of affordable housing properties nationwide. Since 1989, Mr. Edson has been involved with the development,
financing, and acquisition of affordable housing properties with a total value in excess of $932 million.
Prior to forming HCA in 1998, Rick served as Senior Vice President - Acquisitions for two national
affordable housing finance and development companies, The Richman Group Affordable Housing Corporation
from 1989 to 1997, and Simpson Housing Solutions LLC from 1997 to 1998.
